Today, the House of Representatives passed the SAVE America Act, which would require ID to vote in federal elections. This legislation builds on the text of the SAVE Act, which was also supported by Rep. Eli Crane (R-AZ).
According to a 2025 study conducted by Pew Research, 95% of Republicans and 71% of Democrats support voter ID. While many states, including Arizona, currently implement this popular policy, others do not follow the same standards.
Additionally, the National Mail Voter Registration Form relies solely on self-attestation, which allows applicants to check a box under the penalty of perjury, leaving the system without key safeguards against ineligible registrations.
The SAVE America Act closes these loopholes and guarantees that only American citizens can vote in federal elections. The legislation also requires states to establish a program to identify and remove non-citizens from their existing voter rolls and provides states with no-cost access to federal databases containing citizenship information to do so.
Given bipartisan concerns about the integrity of our elections, Rep. Crane strongly believes that requiring voter ID reduces vulnerabilities and increases confidence in outcomes. Since Americans must provide ID to fly, open a bank account, and complete a list of other routine activities, he believes it should likewise be part of our electoral process.
Specifically, the legislation:
- Requires any voter to show a photo ID when they cast a ballot. Absentee and mail-in voters may attach a copy of their ID to their mail-in ballot.
- Amends the National Voter Registration Act (NVRA), which has governed state voter registration since 1993, to require states to obtain documentary proof of U.S. citizenship in person when registering an individual to vote in a federal election.
- Requires states to check for noncitizens and other ineligible registrants on their voter rolls at least once a month.
- Directs states to create a procedure for addressing discrepancies in documentation so that no eligible voter is disqualified due to a name change.
- Allows eligible voters to register and provide documentary proof of citizenship by mail, provided their state allows early voting or same-day voter registration.
- Allows eligible voters to cast a provisional ballot if they forget to bring the necessary paperwork on Election Day.

“I’m proud to support the SAVE America Act, which requires voter ID to participate in our electoral process. The American people overwhelmingly support this concept, and Congress should waste no time in making this a reality,” said Rep. Crane. “By shoring up vulnerabilities in our system, we prevent ineligible votes from diluting the voice of American citizens. I urge the Senate to rise to the occasion and codify this sensible reform into law.”
